During any stage of the emergency water use plan or upon observance of a violation
of this article, members of the police department, fire department, and the department
of public works are specifically authorized to shut off water at the faucet or if
the faucet controlling the lawn watering, garden watering or irrigation cannot be
found, at the meter of any address where water is being used for lawn watering, garden
watering or irrigation in violation of this article or any emergency order when the
customer, owner, tenant, permittee, or other person in control of the premises refuses
to comply with the emergency order or is not available to cause the irrigation to
cease.
