The Irving City Code, article IV, section 41-14 establishes the city's policy in the
event of shortages or delivery limitations in the city's water system (see Appendix
C to reference this code section). Under the City Code, the Irving City Manager is
authorized to implement measures prescribed in this drought contingency plan. The
director, or his/her designee, is authorized to enforce the measures implemented and
to promulgate regulations authorized by the plan. The director, upon determination
that critical conditions exist, advises the city manager who orders the implementation
of the appropriate stage of this drought contingency plan to protect the public health,
safety, and welfare.
