§ 8.0. Drought response stage criteria and water use restrictions.

  • The director, or his/her designee, shall monitor water system and/or demand conditions and shall determine when conditions warrant initiation or termination of each stage of this plan. Public notification of the initiation or termination of drought response stages shall be by means that may include, but are not limited to:

    • Publication in newspapers of general circulation, Irving's cable television access channel, direct mail to each customer, signs posted in public places, press releases to local and area media, and utility bill inserts.

    • Notification of the executive director of the TCEQ within five (5) business days regarding activation or termination of mandatory provisions of the drought contingency plan.

    The Irving City Code requires that for the initiation of this plan to be effective, the order must be (1) made by public announcement; and (2) published in a newspaper of general circulation in the city within twenty-four (24) hours after the public announcement. The order then becomes immediately effective upon publication.

    The triggering criteria described herein for each response stage are based on historical analysis and recognized vulnerability of the water supply source and water distribution system during high water use demands and drought conditions.
