§ 20-1. Library department continued; library department head designated director of libraries.

There is hereby continued in existence a library department for the city for the purpose of providing library service to the public, at the head of which shall be the director of libraries. The department of libraries shall also be known as the Irving Public Library System. The director of libraries shall be appointed by the city manager.
