§ 21-2. Chapter refers to vehicles upon highway; exception.

  • The provisions of this chapter relating to the operation of vehicles refer exclusively to the operation of vehicles upon highways, except:

    (a)

    Where a different place is specifically referred to in a given section.

    (b)

    The provisions of sections 21-61 and 21-149 to 21-160 shall apply upon streets, highways or privately owned access ways or parking areas provided by business establishments, without charge for the convenience of their customers, clients or patrons, but not upon privately owned residential property or the property of any garage or parking lot for which a charge is made for storage or parking of motor vehicles.
