§ 21-60. Negligent collision.

No person while driving or operating or in charge of any motor vehicle or other vehicle, railroad train, bicycle or animal shall wilfully or with negligence, cause or suffer or permit the same to come into collision with any other vehicle of any nature whatever, or with any animal or property in or on any street or public place whatever.
