§ 31-1. Connection of service prior to issuance of certificate of occupancy and compliance.

It shall be unlawful for any public utility company, including the city, or any person within the employment of a public utility company or the city to connect any water, gas or electrical service to any building or property within the city unless a certificate of occupancy and compliance has been issued by the building inspector of the city.
