§ 34-22. Instigation of definite sidewalk program.

At such time as the city, acting through the city council, determines that the city is able financially to instigate the same, the city shall begin a definite sidewalk program, laying sidewalks on all streets where curbs and gutters exist, and on all streets where curbs and gutters are to be installed on an assessment basis.
