Each owner, manager, and occupant of each structure and premises within the city shall
comply with the applicable provisions of this article. The standards established in
this article shall be the minimum standards for the continued use and occupancy of
all structures and premises regardless of when they were constructed. Any structure
or premise that is in violation of these standards is hereby declared to be in violation
of this article and may be ordered to be one (1) or more of the following: vacated,
secured, repaired, removed, or demolished.
