§ 22. Fire department and prevention.

  • (a)

    The City of Irving shall have the power by ordinance to establish and maintain a fire department and to prescribe the duties of the members of said department, and regulate their conduct and their salaries. The head of the fire department of said city shall be known and designated as the "Fire Chief." The other sworn members thereof shall be known as "Firefighters" or "Fire Prevention Specialists." Qualified Fire Marshals of said department shall have power to arrest.

    (b)

    The city council shall have power to adopt any ordinance or regulation having for its purpose the prevention of fires or the removal of fire hazards; to provide means for protection against conflagrations and may declare all dilapidated buildings to be nuisances and hazards and direct the same to be repaired, removed or abated in such manner as the city council may prescribe; it may also by ordinance regulate, prescribe, govern or forbid the transportation, use, or storage of lumber, building material or any kind of flammable, combustible, toxic or explosive goods, wares, and merchandise of any and every kind within certain limits and prescribe certain limits within which such materials may be transported, used or stored.
