§ 5. Authority to acquire or dispose of property.

(a)

The City of Irving shall have the power and authority to acquire by purchase, gift, device, deed, condemnation, lease or otherwise any character of property, real or personal, tangible or intangible, not denied by law to be used for public purposes, within or without its municipal boundaries, including any charitable or trust funds.

(b)

The City of Irving shall have the power and authority to devise, deed, lease or otherwise dispose of any character of property, real or personal, tangible or intangible, unless prohibited by law.
