§ 32. Budget.

  • (a)

    The fiscal year of the city shall begin on the first day of October and end on the last day of September of each calendar year.

    (b)

    The city manager, if one is appointed, shall prepare and submit to the city council a budget to cover all proposed expenditures of the city for the succeeding fiscal year. Such budget shall be prepared in conformity with Chapter 102 Texas Local Government Code.

    (c)

    No public money shall ever be spent or appropriated, except in case of an emergency or public calamity, unless funds are currently in the possession of the city to cover said expenditures or appropriation. No expenditure shall ever be made by the city except upon checks drawn upon the account, for which a previous appropriation shall have been made, and countersigned by the mayor or the city manager, if one is appointed.

    (d)

    The city manager must submit a structurally balanced budget annually, and must submit a financial report to the city council at least quarterly.
