  • The drought contingency portion of the emergency water management plan has several important purposes. Water is critical to sanitation, fire protection, the protection and preservation of public health as well as meeting basic life needs through domestic water use. In order to ensure the available water supply and protect the integrity of its water system, with particular regard for preservation of public health, welfare, and safety, as well as minimizing the adverse impacts of water supply shortage or other water supply emergency conditions, the City of Irving hereby adopts the following regulations and restrictions on the delivery and consumption of water.

    It is vital that the City of Irving initiate this drought contingency plan (the plan) to manage available water resources and ensure that sufficient water is available to maintain water pressure, firefighting supply, drinking, and sanitation requirements. This plan also includes provisions for enforcement.

    Water uses regulated or prohibited under this plan are considered to be non-essential and the continuation of such uses during times of water shortage or other emergency water supply conditions is deemed to constitute a waste of water which subjects the offender(s) to penalties as defined in Chapter 10.0.
