§ 21-28. Conduct not to interfere with traffic.

It shall be unlawful for any person to engage in any conduct upon any street or sidewalk in this city which shall be reasonably calculated to interfere with the passage of traffic thereon. The foregoing provisions shall not apply to parades, funeral processions or other functions authorized by the chief of police.
