The fees required by this article, except for the elevator or lift fee, shall be computed
by determining the number of cubic feet of sub-area space under the sidewalk or street
or portion therein that is proposed to be used by any property owner, tenant or occupant,
then subtracting the amount of cubic space occupied by the elevator or lift, if any,
and multiplying such total by the rate per cubic foot. In determining the number of
cubic feet of space occupied, the measurements shall be made so as to include the
outside walls which enclose the space.
