§ 34-5. Same—Issuance.

If, in the judgment of the city council, it is deemed proper to grant the permit required by section 34-3, it shall have the power by ordinance to grant any such permit to any property owner abutting upon any such street or sidewalk for the use thereof in the manner which may be necessary or proper to the enjoyment of such abutting property by the owner; provided, that such use be not inconsistent with or does not reasonably impair the public use to which such street or sidewalk may be dedicated.
