Notwithstanding any other provisions of this chapter, wherever a sign, other than
a governmental sign, is authorized in this chapter to be erected, a noncommercial
sign may be substituted for it. Noncommercial signs are subject to the same time,
place, and manner regulations and to the same permit and fee requirements as are commercial
signs regulated by this chapter.
