§ 21-119.1. Parking in close proximity to sports facilities.

  • (a)

    The traffic engineer of the City of Irving shall conduct studies and investigations of the public streets, highways and rights-of-way within the city in close proximity (not exceeding a one-mile radius) of sports facilities such as ball diamonds, parks, soccer fields, athletic stadiums and other facilities which create traffic congestion problems on a temporary basis as a result of parking on the streets, highways and rights-of-way in the city before, during and after the time events are in progress at such ball diamonds, parks, soccer fields, athletic stadiums and other facilities which create on street parking problems. Said traffic engineer shall take into consideration widths of streets within said area, the congestion created by parking on streets, highways and rights-of-way, traffic safety and danger to vehicles and pedestrians in said area during the above stated times, the frequency of parking on said streets, highways and rights-of-way, and after due consideration, said traffic engineer shall designate those areas on public streets, highways and rights-of-way in said areas in the city where parking, stopping or standing should be prohibited because of traffic safety reasons during the hours determined by said traffic engineer that parking, stopping or standing is dangerous to traffic attempting to lawfully travel upon said streets, highways and rights-of-way. Said traffic engineer shall cause temporary no stopping, standing or parking signs to be posted at intervals not to exceed two hundred (200) feet along such streets, highways and rights-of-way to so prohibit parking, stopping or standing on said streets, highways and rights-of-way and said signs shall have printed thereon "No Parking, Standing or Stopping—Vehicles Shall Be Towed Away" and said signs shall be placed so as to be clearly visible from the roadway. Said signs shall be obeyed until removed by said traffic engineer.

    For purposes of this section only, "streets, highways and rights-of-way" include the entire width between the boundary lines of every way publicly maintained when any part thereof is intended for the use of the public for purposes of vehicular travel.

    (b)

    The chief of police or any other officer of the police department of the City of Irving shall be hereby directed and authorized to order removed or remove any vehicle parked in violation of this section, such violation being deemed injurious to the health, safety and general welfare of the public within the City of Irving, Texas and said vehicle shall be impounded at city's vehicle pound at owner's expense.

    (c)

    Any person violating or failing to comply with any provision of this section shall be fined upon conviction not less than ten dollars ($10.00) nor more than two hundred dollars ($200.00).
